Federal tax question..?

Me and my wife did not receive a federal tax this last year and only made in the neighborhood of $18,000 Gross. We have one child that was born in 08. I am curious about how not getting taxed by federal will affect our child credit or will it (if we even get one)? P.S. We are filing jointly.
