Should the military's "Don't ask, don't tell" policy apply to heteroual service personnel as well?

Since both es are allowed to serve in the military, wouldn't anyone who "demonstrate(s) a propensity or intent to engage" in heteroual acts create just as much "unacceptable risk to the high standards of morale, good order and discipline, and unit cohesion that are the essence of military capability"?
